This study takes cognitive surplus and user-generated content (UGC) as the theoretical basis and pays special attention to the five motivational dimensions of cognitive surplus creation. Developed a motivation scale and passed the reliability and validity test. This scale can measure the motivation of internet users with TVET backgrounds to generate user-generated technical instructional videos under the premise of self-discipline in their spare time and share them as open educational resources (OERs) for online TVET didactic.
