This dissertation evaluates heuristics and combinatorial heuristics for planning optical networks to carry high-capacity internet traffic over long distances. Network studies reveal the benefits and drawbacks of various upgrade decisions available to long-haul optical network operators. Further, fault localization mechanisms and open-source disaggregated optical device simulation are studied. Finally, quantum-safe network planning and key management for future optical networks are studied in detail.
