Volunteer work leads to numerous psychosocial and work-related benefits, which can reduce the negative effects of unemployment for those affected. However, a relatively small number of those who are unemployed actually volunteer. Analysis using the tools of institutional ethics reveals that this lack of volunteer work is caused by disincentives of the Federal Employment Agency. Changing the incentives will foster a more profitable interaction between society, the Federal Employment Agency and the unemployed.
