The aim of this work is to develop an effort estima-tion method that allows a effort forecast for realization of vehicle projects in a university environment in an early concept phase. In the first step, the most suitable method is selected from the availa-ble methods. Afterwards, the most important costs and size drivers of vehicle projects already carried out are identified. Then, the es-timation tool based on the COSYSMO method and the comparison of the calculated results with the actual results are presented.
