In German cities, the surplus demand for affordable housing has been a source of housing policy conflicts for years. On the one hand, there is a shortage of affordable housing, and on the other hand densification is not a sustainable solution in the long term. At the same time, the SARS-CoV-2 pandemic of 2020/ 2021 has highlighted opportunities for change in the world of work. Home office models gained in importance and were quickly adopted by
companies and politicians unbureaucratically. According to Statista 2021 home office use has increased significantly since the beginning of the pandemic as at the end of January 2021 just under a quarter of respondents to a study by the Hans-Böckler Foundation stated that they worked exclusively or predominantly in a home office. This trend has had a direct impact on the real estate market. A decline in the leasing of office space can already be seen across Germany in 2020. In the the first half of 2021, the ten-year average for office take-up will be missed by a third, with just over 200,000m² compared with around 300,000m² in the first half of 2012. According to Colliers, take-up of 230,200m² is even just under 40% below the 10-year average. At the same time, more and more office space is on the rental market. Weaker demand and higher completion figures than in previous years have led to a further increase in vacancy rates. In perspective, the vacancy rate will continue to rise due to foreseeable construction completions. The pressure to reallocate commercial locations in order to relieve the tension from the residential market has been correspondingly great since last year.
The aim of this paper is to design a range of measures that can exploit the creative potential of a de-bureaucratized interim use of office space using the example of Munich.
