According to a study by the OECD published on October 11, 2019, the public procurement of the Federal Republic of Germany amounts to approximately 500 billion euros annually. Taking the most economic use of public funds into account, public procurement law is based on a large number of laws, sets of rules, ordinances and regulations for a fair competition while ensuring equal treatment, non-discrimination and transparency (Bundesministerium fuer Wirtschaft und Energie 2019). This legal situation causes confusion and hence contains enormous potential for errors in the context of the public procurement procedure. The process of public procurement is mainly separated by a threshold set by the EU Commission, dividing the process into either being published nationally or on a European level. In this thesis award procedures by public authorities concerning construction works are focused. The current threshold is set to a total order value of EUR 5,350,000 net (01/01/2020 - 12/31/2021) (Bayerische Ingenieurkammer-Bau 2019). With the aim of reducing the existing potential for errors to a minimum, an RFV-tool (RuegeFreieVergabe-Tool; NoComplaintProcurement-Tool) was developed for this thesis and was continuously optimized during the process of writing. Possible award processes as well as a detailed explanation of the relevant steps including all related information in a legal context were consolidated and integrated into the tool. Uncovering the digitization and standardization potential in order to increase the efficiency and avoid errors was the main purpose. Followed by implementing threshold values, deadlines, decision paths, etc. including the referral to further information, forms and documents in a database. Overall objective is enabling a simple way to automatically generate digital guidelines and create various award scenarios. Regarding time management, process efficiency and transparency, the RFV-tool is an instrument for operational and strategic control and decision-making resulting in individual process optimization. The risk of complaints during the entire award process is minimized while working with this schedule because all legal bases are taken into account. Prospect, development possibilities and further recommendations are provided in the conclusion.     «
