The severity of crashes related to passing maneuvers is high, often involving serious injuries or fatalities, although their crash frequency is lower than other types of maneuver. In order to minimize the risk of passing maneuvers, they should be limited to the minimum. In contrast, to maximize traffic operations, passing maneuvers should be allowed to the maximum. Therefore, designers and practitioners need to find a compromise between road safety and traffic operations, on which road safety should prevail and yet traffic operations should not be highly penalized. The objective of this research is to develop criteria to design and mark passing zones in two-lane highways. The criteria are based on experimental research and maximizes both road safety and traffic operations.
