Training has undoubtedly become an area of growing interest in recent years. However, training remains an issue that the majority of social partners still have to address in collective bargaining agreements. This is reflected in the fact that most social partners have failed to develop a clear position on training. Quite clearly the existence of collective agreements, such as the “Tarifvertrag zur Qualifizierung” (chemical industry), continues to be the exception to the rule. The dissertation constitutes five case studies either covered by the “Tarifvertrag zur Qualifizierung” or involved in its development and implementation. The case studies consider the following questions: how are particular interests articulated, bargained and conceptually integrated, in what way are training issues dealt with at the company level and finally what possibilities and limitations are associated with the regulation of training.
