Cities are key actors in reducing both the causes of climate change (mitigation), and its impact (adaptation). In this context, both theory and policy are increasingly focused on synergetic strategies and measures. However, there is a lack of scientific knowledge on the institutional conditions that are required to achieve these synergies in practice. Against this background, this thesis develops a pioneering framework and innovative applications for analyzing and optimizing the (joint) institutionalization of mitigation and adaptation in city administrations.
