This study deals with the relevance of evaluation work in the rural development policy and with the methodical practicability of evaluation requirements facing with the various problems und concepts for the development of rural areas. The centre of that examination builds the Community Initiative LEADER, which aims at testing new methodical features as a pilot program. Both, implications are discussed which result from methodical, strategic and implementation aspects mentioned above on the debate about explanatory capability, feasibility and the improvement of usability of evaluations as well as on the further development of rural development instruments. The study mainly concentrates on "learning processes", which was initiated by LEADER on program and regional level. Regional cooperation and regional management proved to be increasing important factors for rural development strategies.
