Aufbauend auf der Eruierung von sozioökonomischen Rahmenbedingungen wird eine definitorische Erfassung von bewohnerorientierter Pflegequalität für die Altenhilfe vorgenommen und diese als Voraussetzung für eine Implementierung operationalisiert. Dies basiert u.a. auf einer Erfassung von Funktions- und Leistungsbereichen eines Haushalts, die in der Altenhilfe als Mindestmaß angesehen werden. Leistungen auf Grundlage der gesetzlichen sozialen Pflegeversicherung bieten nur einen Ausschnitt dessen. Für eine Kommunikation von Pflegequalität durch Pflegenoten oder Zertifizierungen wird die gesetzlich determinierte Grundversorgung als Basisqualität bestimmt. Eine Erlangung von bewohnerorientierter Pflegequalität kann durch finanzielle Beteiligung von Bewohnern erreicht werden. Für eine Bewertung von Pflegequalität wird ein monetärer Streckfaktor eingeführt und beispielhaft dargestellt. Dies erlaubt erstmals die Operationalisierung der steigenden Eigenverantwortung von Bewohnern in der Altenhilfe der Zukunft.     «

On the basis of an analysis of socio economic data, resident oriented care quality in elderly care is defined and operationalized as a premise for its implementation. This includes the recording of functions and performances of a household, which are recognized as a minimum level in elderly care. Services on the basis of public social care insurance only provide an excerpt of that level. For a communication of care quality by marks or certificates, the publicly determined primary care is proclaimed as a basic quality. An achievement of resident oriented care quality can be forced by an additional financial involvement of the resident. For the evaluation of care quality a monetary extension factor is introduced and exemplified. This allows for the first time the operationalization of the increasing self responsibility of the resident in the elderly care of the future.     «
