Die Untersuchung betrachtet eine Form globalen Regierens, die in der Politikwissenschaft gegenwärtig als neuer Forschungsgegenstand entdeckt wird: Regimekomplexe. Aus der Perspektive des akteurzentrierten Institutionalismus werden in zwei Fallstudien globaler Risikoregulierung (Klimaschutz und Agrobiotechnologie) funktionale Regelungsprobleme und ihre institutionelle Bearbeitung analysiert. Der Fallstudienvergleich zeigt, dass die komplexen Institutionengefüge spezifische Auswirkungen auf die Politikprozesse und materiellen Politikinhalte besitzen. Die Arbeit kommt zu dem Ergebnis, dass es sich bei Regimekomplexen um eine Form grenzüberschreitenden Regierens handelt, deren Problemlösungsfähigkeit aufgrund institutioneller Komplexität erheblich eingeschränkt ist.     «

The study focuses on a new form of global governance which has only recently been discovered by political science research: regime complexes. Based on the theoretical approach of actor-centred institutionalism, it analyses regulatory problems, institutional structures and political processes in two cases of global risk regulation: climate change and agricultural biotechnology. The comparison of the two cases reveals that the complex institutional setting influences the policy-making process and its policies significantly. The empirical analysis leads to the conclusion that with regard to problem-solving capacities, regime complexes have to be assessed critically.     «
