The implementation of a system for seepage flow monitoring is a today’s standard for the construction of embankment dams. Embankment dams, which are in operation since many years, often do not have such a system. Under which conditions the safety evaluation of these embankment dams without seepage monitoring is possible and justified, is examined in the context of this paper by statistical evaluation of 562 measuring points in five embankment dams. Based on these results, general recommendations for the evaluation of safety are given.
