The aim of the evaluation was to estimate the economical cost uprising in forest companies while implementing measures ensuring road safety. These measures are necessary because of an institute of law called „Verkehrssicherungspflicht“, currently refined by jurisdiction. To quantify the costs of maintaining safety along roads in forests, questionnaires were sent to local forest authorities and companies in Germany in 2002. In the survey the data were separated into three cost-categories "control", " forestal measures to maintain safety along roads" and "maintaining safety during regular harvest".
The evaluation projects over all costs in amount of 435 Mio. € p.a. in Germany.
Further on, the evaluation offers a formal mathematical structure for assessment of these costs. Methodically, the structure is based on the principles of the earning power method in general and on the „Bodenerwartungswert“ of FAUSTMANN (1849) in particular, a specific assessment method for the value of forest soils.
The evaluation provides an essential contribution to value the efforts of forest owners to maintain safety along roads and to strengthen their position in societal discussions regarding the incidence of road safety costs.
