Im Mittelpunkt der Arbeit steht die transnationale Kooperation und Netzwerkbildung zwischen nationalen Wissenschaftseinrichtungen im Rahmen der europäischen Forschungs- und Technologiepolitik. Entstehungsbedingungen und Ausmaß solcher Kooperationsbeziehungen sind bisher ebenso ungeklärt wie ihre Bedeutung für die Handlungs- und Problemlösungsfähigkeit im europäischen Mehrebenensystem. In dem Projekt wird diese Forschungslücke mit Hilfe eines neoinstitutionalistischen Forschungsansatzes geschlossen. Dabei werden zwei Hypothesen systematisch untersucht, die über den Bereich der europäischen Forschungs- und Technologiepolitik hinaus von Bedeutung sind. Zum einen wird davon ausgegangen, dass sich die Organisation und die Rolle europäischer Wissenschaftsvereinigungen auf der supranationalen Ebene in hohem Maße durch das rahmengebende europäische Institutionensystem, einschließlich der nationalen Ordnungsstrukturen, erklären lassen. Und zum anderen wird angenommen, dass die Handlungs- und Problemlösungsfähigkeit europäischer Forschungs- und Technologiepolitik von der Existenz und dem Leistungspotenzial der institutionalisierten Zusammenarbeit auf der transnationalen Ebene beeinflusst wird. Um die Bedeutung unterschiedlicher nationaler Institutionen, Politiken und Politikstile für die Kooperationsbereitschaft und -fähigkeit nationaler Wissenschaftseinrichtungen zu berücksichtigen, ergänzt die Analyse eine vergleichende Betrachtung der Forschungssysteme und Forschungspolitiken in den drei großen EU-Mitgliedsstaaten (Deutschland, Frankreich, Großbritannien).     «

The project focuses on the issue of transnational cooperation and network building between national research organizations in European Science and Technology Policy. In this context, little is known about the conditions of formation and the scope of existing transnational linkages. Moreover, it has been only barely asked what is their role and significance in the European multilevel governance system. The project addresses these questions by using an institutional approach as analytical framework. In particular, two hypothesis are tested which provide new insights beyond the field of European Science and Technology Policy. First, it is assumed that the organization and the role of European science organizations can be explained with the European institutional framework, including the national systems. Second, it is supposed that the ability to act and the problem-solving capacity in European governance connects closely with the efficiency and capability of institutionalized cooperation patterns at the transnational level. However, national institutions, policies and policy styles differ widely in the European Union. In order to include national factors determining transnational cooperation the study is completed by case studies of the research systems and policies in the three large member states (Germany, France, United Kingdom).     «
