As awareness about the significance of teacher quality for the quality of education rose, the body of scientific research and literature on HR in education grew from the early 90s focused however in Germany on the individual level. Organisational measures have been widely excluded from consideration what does not correspond to the significance attributed in scientific research and management literature.
