Die Dissertation befasst sich mit theoretischen und methodologischen Grundlagen einer ganzheitlichen Entwicklung der naturogenen Umwelt des Menschen. Unter Berücksichtigung bisheriger Erkenntnisse aus der Umweltplanung und der angewandten Umweltforschung wird die Methode „Umweltbilanz“ konzipiert. Bei der Umweltbilanz handelt es sich um eine methodische Rahmenkonzeption für die Analyse und Steuerung von Umweltsystemen. Sie umfasst die umweltwissenschaftliche Untersuchung dieser Systeme, die Operationalisierung und Simulation von Handlungsalternativen sowie die Aufbereitung von Systemzuständen für gesellschaftliche Bewertungen und Entscheidungen. Letzteres schließt die Bereitstellung von umweltwissenschaftlichen Begründungszusammenhängen für die gesellschaftliche Festlegung von Umweltzielen ein. Die allgemein formulierte Methode wird für die Anforderungen des Gewässereinzugsgebietsmanagements als „wasserwirtschaftliche Umweltbilanz“ konkretisiert. Am Beispiel der Aufstellung des Bewirtschaftungsplans Salza erfolgt eine Erprobung für ein konkretes Einzugsgebiet und Planungsverfahren. Wichtige Ergebnisse sind ein konzeptionelles Systemmodell für das Einzugsgebiet mit den steuerungsrelevanten physischen Wirkungszusammenhängen, ein Set von Modellen und Untersuchungsansätzen für dessen methodische Umsetzung sowie Begründungen von Umweltqualitätszielen und -standards als Bewertungsreferenz. System- und Zielzustände werden umfassend bilanziert. Ein integratives Stofftransport-Bilanzmodell für den Nährstoff Phosphor wird für Bilanzen einzelner Eintragspfade entwickelt. Sämtliche Resultate werden sowohl in Bezug auf die Europäische Wasserrahmenrichtlinie als auch die Umweltentwicklung generell interpretiert. Abschließend wird der Bedarf für die weitere Forschung abgeleitet.

The thesis deals with theoretical and methodological basics of a comprehensive development of the natural environment. It creates the method “environmental balance” based on existing knowledge of environmental planning and applied environmental research. The method can be understood as a methodological framework for the analysis and management of environmental systems. It encompasses the analysis of such systems, the operationalisation and simulation of strategic alternatives as well as the preparation and display of results for the societal assessment and decisionmaking. The latter also provides environmental science rationales for the societal determination of environmental goals. The generic concept of the method is specified for issues of integrated water management as “environmental balance for water management” and tested during the preparation of the river basin management plan for the Salza River in Saxony Anhalt (Germany). Major results are a conceptual system model for the river basin considering the physical interrelations relevant for system management, its methodological application through a set of models and approaches as well as environmental quality goals and targets. System states are balanced against the environmental quality targets. A model simulating the phosphorus fluxes is used for balancing impact pathways. The overall results are discussed in the light of the European Water Framework Directive (WFD), but also regarding the benefits of the method for the development of the environment in general.
