New hierarchical basis and Calderón preconditioners for the electric and the combined field integral equation are presented. The new hierarchical basis operates on structured and unstructured meshes and yields a condition number of the system matrix that grows only logarithmically in the number of unknowns. The new Calderón preconditioner, different from the Calderón multiplicative preconditioner, does not require a barycentrically refined mesh. What is more, a Hermitian and positive definite system matrix is obtained.
