Abstract:

Translated abstract:
This work is concerned with the problem of real-time rate control for video codecs with the main focus on communications. The paper describes the development of an adaptive rate control technique which supports the broad application range of current hybrid DCT video encoders. A generalized approach is deployed here for the rate distortion modelling, from low to high bitrate video signals. In addition, an adaptation is used for varying conditions. The functionality and efficiency of the new method are examined and verified under different conditions such as target bitrate, complexity of the video sequences and initial settings of the transmission.
