Large-scale construction projects frequently fail to meet their cost, schedule, and quality
targets; in addition to structural factors, these failures are primarily attributed to organizational
and collaborative shortcomings. This study examines the current state of collaboration
in HOAI service phases 1 through 5 for large-scale projects and its relationship
to perceived project satisfaction.
The study is based on a quantitative cross-sectional survey of 72 planning participants.
The collaboration relationships, collected from participants’ perspectives, are aggregated
across projects into a role-based network and analyzed using social network analysis in
R, supplemented by descriptive and nonparametric methods.
Projects are predominantly carried out in individual or general planning team configurations;
integrated models are rarely used. The quality of collaboration falls below the midpoint
of the scale in all dimensions, with communication being the most critical; the role
network is very dense, with a density of 0.775. The quality of collaboration and project
satisfaction are clearly correlated; this correlation remains significant even after Holm
correction and is strongest for process satisfaction. Since process satisfaction is rated
lower than overall satisfaction, dissatisfaction is rooted more in the process than in the
outcome. Only weak tendencies toward adversarial patterns and structural conditions
are evident. The differences are most pronounced between single-planner and generalplanner
constellations; furthermore, the early project phases are less interconnected
than the later ones.
The findings identify barriers and areas for improvement predominantly at the organizational-
cultural level; key intervention points include early stakeholder involvement, clear
roles and decision-making pathways, and an effective coordination function. Due to the
cross-sectional design, the non-probabilistic sample, and the subjective data, the results
should be interpreted as exploratory correlations rather than causal effects.
