Clients and project developers face the challenge of making numerous decisions at the beginning of a construction project based on assumptions and prior experience, which are often associated with considerable uncertainty. To reduce these uncertainties, pro-ject developers may commission a feasibility study prior to project initiation. Such stud-ies assess the economic, legal, technical, and organizational feasibility of a project through a range of analyses. However, the structure and preparation of feasibility stud-ies vary considerably in practice and are typically not updated once completed. As a result, there is no standardized approach to their preparation, and iterative methods are rarely applied in construction practice. The strongly linear structure of planning pro-cesses in the German construction sector, particularly as reflected in the „Hon-orarordnung für Architekten und Ingenieure“ (HOAI), further limits the implementation of iterative approaches in project development.
This thesis first examines the fundamental concepts and approaches of construction project management through a systematic literature review. Subsequently, the current state of research and practice regarding feasibility studies is analysed.
The objective of this thesis is to develop a robust model for the preparation of feasibility studies in the planning phase of construction projects. The findings are based on a mixed-methods approach combining the analysis of existing feasibility studies with ex-pert interviews. Particular attention is given to the identification of key milestones, recur-ring characteristics, and decision-making points that influence the preparation of feasi-bility studies.
The results show that, although feasibility studies are tailored to specific projects, they contain recurring areas of investigation. Furthermore, key milestones and characteris-tics that shape the preparation of feasibility studies were identified. The reference model proposed by Alda (2014) was largely confirmed, while also revealing the need for cer-tain modifications and additions.
Based on the theoretical and empirical findings, an MBS group system was developed that consolidates the key areas of investigation of feasibility studies into a unified struc-ture. The model provides a flexible framework for the preparation of feasibility studies and allows project-specific adaptation regarding scope and level of detail.
