This study is based on the motivation of cognitive surplus generation and constructs a conceptual model based on motivation theory and the predictive relationship between motivation and intention. The model was validated using empirical data. The hypothesis was verified in path analysis. Thus, the high-quality producers of user-generated technical instructional videos are predicted through motivation, and specific measures to strengthen motivation are provided. Potential high-quality producers are predicted and encouraged to produce user-generated technical instructional videos. These contents contribute to the flow of personal cognitive surplus in the UGC knowledge ecosystem and support online TVET didactics. They are also an open educational resource (OER) to back the public good nature of education.
