Der angemessene Baupreis – Zur Kalkulation und Normierung des traditionellen Bauens in den 1930er-Jahren in der Schweiz

Die Verdrängung tradierter Bauverfahren durch eine zunehmend industrialisierte und normierte Bauproduktion im 20. Jahrhundert ist nicht bloß Ergebnis erhöhten wirtschaftlichen Wettbewerbs. Die Rationalisierung des Bauens war auch Resultat steigender Anforderungen an die Kontrolle, Berechenbarkeit und Planbarkeit von Bauprozessen. Dafür wurde das Bauen in Teilleistungen gegliedert, qualitativ bestimmt und standardisiert. Wie anhand der Entwicklung in der Schweiz gezeigt werden soll, stehen diese Prozesse in engem Zusammenhang mit einer Gewerbeschutzpolitik und dem Einfluss des organisierten Baugewerbes auf das öffentliche Vergabewesen ab den 1930er-Jahren. Im Interesse der Verbände wurden die Methoden der betriebswissenschaftlichen Kalkulation auch im klein- und mittelständischen Bauhandwerk durchgesetzt. Nur die richtige Berechnung garantierte die Angemessenheit des Preises. Bauleistungen außerhalb dieses Systems kontrollierter, berechenbarer und nachprüfbarer Preise verschwanden, sofern sie nur auf Erfahrungswerten beruhten.     «

The decline of traditional building techniques and crafts in the 20th century in favor of industrial building production cannot sufficiently be described as a result of market competition. Significantly, rationalization of construction resulted from raised demands for the control, computability and predictability of building processes. Common construction work became apprehended anew, structured into basic elements and standardized. On account of the development in Switzerland, this transformation has to be seen in regard to protective economic regulations and the influence of organized building associations on public procurement from the 1930s onward. Officialized and fostered through the associations, the methods of managerial-economics and ›scientific management‹ became implemented in small and medium sized construction businesses. Not the best offer but correct calculation was to define reasonable and adequate construction costs. Construction based solely on know-how and experience vanished gradually, as it could not fit the system of controlled, verifiable, and manageable prices.     «
