This OpenGIS® Discussion Paper presents a Multilayered Space-Event Model for indoor navigation which simultaneously addresses route planning, multiple localization methods, navigation contexts, and different locomotion types. The paper contains the corresponding data models as well as their encoding in GML 3.1.1 which at first address a fundamental framework for navigation. To facilitate the development of a complete indoor navigation standard on top of this framework, the concepts introduced in this paper will be augmented in the future. This document is meant to serve as a basis for both discussion and development of an OGC Standard on Indoor Navigation.
