Forschungs- und Entwicklungsabteilungen (F&E-Abteilungen) stellen dynamisch-stochastische Multi-Projekt-umgebungen dar, die wie folgt beschrieben werden können: Mehrere Projekte, die um Ressourcen wie Mitarbeiter oder Maschinen konkurrieren, werden parallel bearbeitet. Im Zeitablauf treffen neue (F&E)Projekte ein. Darüber hinaus besteht Unsicherheit bezüglich der Ankunftszeitpunkte von Aufträgen, Struktur künftiger Projekte und der Dauern von Projektaktivitäten.
Infolge der Ressourcenkonkurrenz und der Unsicherheit treten lange Projektdauern sowie häufig verspätete Projektfertigstellungen auf. Dies kann erhebliche Auswirkungen auf die Wettbewerbsfähigkeit der Unternehmen haben, da neue Produkte verspätet in den Markt gebracht werden oder hohe Strafzahlungen wegen verspäteter Auslieferung fällig werden.
In der vorliegenden Dissertation werden zwei Ansätze betrachtet, um die Projektdauern oder Ver-spätungen von Projekten zu reduzieren. Der erste Ansatz besteht darin, die Ressourcenverwen-dung i. S. v. Entscheidungen, wann welche Projektaktivitäten durch die Ressourcen durchzuführen sind, zu optimieren. Als zweiter Ansatz werden die Annahmeentscheidungen für neu ankom-mende Aufträge, betrachtet, wobei Entscheidungen bezüglich der Verwendung von Ressourcenkapazitäten z. B. Verwendung von Überstunden berücksichtigt werden.
Beide Probleme werden in der Literatur zu dynamisch-stochastische Multi-Projektumgebungen nur wenig betrachtet. Daher werden, als erster Beitrag, neue Entscheidungsmodelle zur Berechnung optimaler Entscheidungen vorgeschlagen. Da eine Berechnung von optimalen Entscheidungen nur für kleine Problemfälle möglich ist, werden für die Ressourceneinsatzplanung verschiedene An-sätze vorgestellt, die eine Berechnung von optimalen und nahezu optimalen Entscheidungen auch für realitätsnähere Problemfälle erlauben. Zusätzlich werden einfache Heuristiken aus der Literatur untersucht. Für die integrierte Optimierung der Annahme von Aufträgen und der Kapazitätsplanung lassen sich einfache Strukturen identifizieren, welche die Konstruktion von Heuristiken erlauben.
