Landschaftsplanung wird vielfach als das zentrale Instrument des Naturschutzes und der Landschaftspflege betrachtet. Zugleich wird die Landschaftsplanung sehr oft als weitgehend wirkungslos bezeichnet. Das zentrale Anliegen dieser Arbeit ist es, das Planungsverfahren der kommunalen Landschaftsplanung besser verstehen zu lernen, um aus diesem Verständnis Strategien zu entwickeln, wie Teile des Planungsverfahrens besser organisiert werden könnten. Ein wesentlicher Grund für die tatsächliche oder vermeintliche Erfolglosigkeit der Landschaftsplanung besteht darin, so ist zu vermuten, dass im Verlauf des Planungsprozesses Konflikte aufgeworfen werden, die in einem konventionellen, hierarchisch strukturierten Verfahren nicht bearbeitet werden können. Landschaftsplanung scheitert oft an der strukturell angelegten Unmöglichkeit, Konflikte lösen zu können. Deshalb sollen Möglichkeiten erkundet werden, wie im Prozess der kommunalen Landschaftsplanung die mit ihr essentiell verbundenen Konflikte gehandhabt und konstruktiv bearbeitet werden können. Am Beispiel der Rolle des Planers soll erläutert werden, wie Konflikte zu vermeiden oder zu dulden, Auseinandersetzungen anzuregen sowie Konflikte zu bearbeiten und zu lösen sind. Die Arbeit umfasst - eine systematische Analyse des Planungsprozesses; - die Identifikation und Kategorisierung der Konfliktfelder in der kommunalen Landschaftsplanung sowie die Bewertung ihrer Wichtigkeit; - eine Diskussion der Möglichkeiten und Grenzen kooperativer Planungsverfahren im allgemeinen sowie in den einzelnen Planungsschritten; - die Entwicklung einer Konflikttheorie zur Anwendung in der Planung; - eine Zusammenstellung von Methoden zur Konflikthandhabung; - eine Diskussion des Zusammenhanges zwischen der (kooperativen) Gestaltung des Planungsverfahrens und dem Management von Konflikten sowie - Strategien zur Verbesserung des Konfliktmanagements in der kommunalen Landschaftsplanung in inhaltlicher und vor allem in planungsmethodischer Hinsicht. Methodisch bedient sich die Arbeit des Vergleichs von Erkenntnissen der bisherigen Forschung und Praxis mit Ergebnissen, die aus der qualitativen Untersuchung von Einzelfällen in Fallstudien gewonnen wurden. Fazit In aller Regel prägen sehr viele äußerst unterschiedliche Konflikte den Planungsprozess der kommunalen Landschaftsplanung. Die meisten können nur im Rahmen einer kooperativen Gestaltung des Planungsverfahrens konstruktiv bearbeitet und gelöst werden. Konfliktmanagement erweist sich als ein zentrales Element der Planung. Kooperation zeigt sich als unersetzbar für die Konfliktbearbeitung wie auch für die Konfliktvorbeugung. Da kooperative Elemente sich nicht ohne Verfälschung in konventionelle, d.h. hierarchisch-, instrumentell-orientierte Planung einsetzen lassen, verlangt kooperatives Konfliktmanagement letztlich nach einer neuen Kultur des Planens, aber auch der Naturschutzpolitik im Diskurs. Eine diskursorientierte Planung und Politik entsprechen auch den Prinzipien einer demokratischen Gesellschaft besser als hierarchisch-, instrumentell-orientierte Verfahren.     «

Landscape planning is often looked at the central instrument of nature protection and of landscape management. At the same time landscape planning is very often called to a large extent ineffective. The central aim of this work is to learn to understand better the planning procedure of local landscape planning in order to develop strategies from this understanding, how sections of the planning procedure could be better organized. A substantial reason for the real or supposed lack of success of the landscape planning consists presumably of conflicts being raised in the course of the planning process, conflicts which cannot be handled in a conventional, hierarchically structured procedure. Landscape planning fails often because of the structurally created impossibility to solve conflicts. Therefore possibilities are to be explored how in the process of local landscape planning the conflicts essentially connected with it can be handled and solved constructively. By the example of the planners part one can explain how to avoid or to tolerate conflicts, how to stimulate debates as well as how to handle and to solve conflicts. The work includes - a systematic analysis of the planning process; - the identification and categorization of the conflict fields in local landscape planning as well as the valuation of their importance; - a discussion of possibilities and limits concerning cooperative planning procedures as well as concerning individual planning steps; - the development of a conflict theory for application in planning; - a compilation of methods for conflict handling; - a discussion of the connection between the (cooperative) organization of the planning procedure and the management of conflicts as well as - strategies for the improvement of conflict management in local landscape planning regarding content and particularly planning-methods. Methodically the work is based on the comparison of knowledge of previous research and practice with results gained from the qualitative investigation of individual cases in case studies. Result As a rule a lot of extremely different conflicts characterize the planning process of local landscape planning. Most of these conflicts can only be handled and solved constructively in the context of a cooperative organization of the planning procedure. Conflict management proves a central item of planning. Co-operation shows up as indispensable for conflict handling as well as for preventing conflicts. As cooperative items cannot be employed in conventional, i.e. hierarchically-, instrumental-oriented planning without falsification, cooperative conflict management requires in the long run a new culture of planning, in addition to nature protection politics in discourse. Such a discourse-oriented planning and politics correspond as well better to a democratic society than hierarchically-, instrumental-oriented procedures.     «
