The topics of "sustainable settlement development" and "land consumption" have been studied in research for decades. However, they are also increasingly coming into focus in politics and society. Land consumption is relatively high, especially in rural areas. Since decisions on these issues are primarily made at the local level, it is necessary to understand the view of local decision-makers on the issue.
The aim of this study is to answer the question, which importance is attached to the topics "land consumption", "economy" and "population development" in the rural municipalities of Bavaria and which obstacles regarding land saving the cities and municipalities are confronted with.
For this purpose, a qualitative study is conducted, which compares the answers of mayors of rural municipalities with different starting situations. Furthermore, statistical data is evaluated.
The analysis shows that both financial aspects and population development play a major role in settlement development, but their influence can hardly be separated due to great interdependencies. In addition, it becomes clear that there is an awareness of the problem of land consumption and that this plays an important role in settlement development decisions. However, municipalities are confronted with various challenges regarding land saving and infill development. Central aspects are the difficulty of accessing land and the lack of attractiveness of infill development for private individuals.
