Looking at cost-effective mitigation measures that foster self-sufficient fish populations and increases hydropower production, this report describes the financial and economic costs associated with mitigation according to the categories of flow, sediment management, upstream and downstream fish migration and habitat enhancement. The report summarizes average costs for mitigation measures based on data collected from the literature and a FIThydro questionnaire filled out by European hydropower operators. In addition, the factors which affect the variation in these costs are described, especially when costs from case studies are unavailable. Cost data are reported as total investment cost per unit, investment per project or for individual measures.
This report and its data can be used as a guideline and orientation tool for cost estimations at individual hydropower sites. Decision-makers can, ideally based on an expert survey, determine whether their costs for a specific case fall within the lower or higher cost ranges presented in this document.
