This thesis examines the influence of citizen initiatives on urban cycling planning, using the “Radentscheid München" (Munich Bicycle Referendum) as a case study. The study emphasizes the importance of sustainable mobility for maintaining liveable urban spaces, against the backdrop of car-centric urban and traffic planning in Germany. It highlights the role of cycling promotion, in particular.
The analysis of the “Radentscheid München” is the main focus of this work. The initiative was launched with the aim of improving conditions for cyclists in Munich. The study examines the motivations behind its formation, which include traffic safety, traffic justice, climate protection, and quality of life. It also analyzes key factors for successfully adopting and implementing the initiative's demands.
The study is based on qualitative content analysis of expert interviews. The purpose of the interviews is to comprehend the network of stakeholders engaged in Munich's cycling infrastructure planning. The roles of different stakeholders are clarified, including the city administration, citizens, political representatives, and institutions. Factors that affect the success of the initiative in both its initiation and implementation phases are identified. The work describes the cooperation and involvement of stakeholders, as well as the challenges in achieving the initiative's goals.
The study shows the significant impact of the “Radentscheid München” on promoting cycling in Munich. The initiative has given the city administration a long-term planning mandate, which has sustainably changed the administrative structures and guiding principles of the city of Munich.
