The study focuses on a new form of global governance which has only recently been discovered by political science research: regime complexes. Based on the theoretical approach of actor-centred institutionalism, it analyses regulatory problems, institutional structures and political processes in two cases of global risk regulation: climate change and agricultural biotechnology. The comparison of the two cases reveals that the complex institutional setting influences the policy-making process and its policies significantly. The empirical analysis leads to the conclusion that with regard to problem-solving capacities, regime complexes have to be assessed critically.
