Die Arbeit befasst sich mit den Aufagben, die den Landkreisen aufgrund der Regionalisierung des öffentlichen Personennahverkehrs zugefallen sind. Kern ist die Erstellung eines Nahverkehrsplans. Über dessen Ziele und Maßnahmen muss die politische Instanz entscheiden. Die übrigen Schritte sind von der Verwaltung zu leisten. Die Maßnahmen sind mit Betroffenen und Beteiligten abzustimmen. Nach dem politischen Beschluss des Nahverkehrsplans sorgen die Landkreise in Verbindung mit den Genehmigungsbehörden für dessen Umsetzung. Die Leistungserbringung durch die Verkehrsunternehmen und die Angemessenheit des Angebots müssen ständig überprüft werden. Alle Arbeitsschritte werden in der vorliegenden Arbeit diskutiert und mit Beispielen unterlegt.    «

The dissertation describes the tasks, which counties have to preceive by the act of regionalisation. The core is to develop a plan for public transport. While the targets and the measures have to be decided by the local political authorities, it is the responsibility of the administration to work out the details. The results must be harmonized with the involved authorities and traffic companies. After the decision about the planning has been taken the administration of the county and the licensing authority initiate the realisation of the measures. Subsequently the county supervises the realisation and operation of public transport. Every step of this working process has been discussed and discribed with examples.    «
