This thesis develops a CO
2 sensor based on TDLAS-WMS. The precision of first-to-third harmonics detection is 0.02 ppm for CO
2 with 10min averaged. The observation of CO
2 was carried out in Munich from Feb. 2018 to Jan. 2019. It shows distinct monthly, weekly and diurnal CO
2 variations. CO
2 concentrations are affected by VPR and PBL. The air mass backward trajectories are computed using HySPLIT. The analyses of winter CO
2 indicate that local emissions have great impacts on urban CO
2. An HLC method is used to determine VPR and PBL and to analyze anthropogenic activities in urban areas.
